signing and the previous unannounced licensee? 4 +4 (last qtr.?)

Should be a significant amount to possibly help ptsc in aquisition play or share buyback (?).

Question for anyone, if there is a settlement truly finalizing, what is the reason for all of these signing? Is it a discount license or full fee license? If there is a settlement would there be a need to rush to license?
