My understanding ( from words as I heard them at SHM ) is that negotiation and contracts and letters etc. have gone out over an extended period of time. Contract have been sitting on a desks, or boards of companies have had to meet and agree to sign. All this takes time and contracts therefore just sit on desks until something motivates them to sign. ( The wait and see mentality )TPL's goal and job is to speed things up and motivate signers. It seems to me companies have not been motivated until now. Why? What has made them get up off their seats and sign now and not wait? TPL has the tier pricing for one thing. What is the other thing or things?
