The only differences I see, besides the PPS, are:

PTSC is in a much better financial position now,

and both the near term and longer term outlook is about as good as it gets in any industry.

That said, the recent PPS move is still only a pimple on the chart. I don't believe it can keep moving so slowly given the great position the company is in now. Even before the settlement expect it to start moving appropriately.
