Due to the constrictions already in place for a company buying back it's stock, which are basically in place so that the company cannot artificially manipulate the price, I can't see how insider info would come into play at all on a buyback.
Also, since a company will never show a gain or loss in connection with the purchase of it's own stock the company would never be in a position of buying at a certain time so they can sell and artificially increase their earnings.
