an on line trade for PTSC to be accepted today?

My husband placed an on line order yesterday to buy...and it was filled

This morning he tried again and a message appeared saying that orders cannot be accepted on line at this time. He had to call them to get a broker to place the order. He wasn't given a straight answer as to why....was told that they monitor certain stocks from time to time.. Is this usual and customary?
