They probably can still buy back shares...if...they had set up before this agreement with their brokerage to buy on a scheduled basis, with no input from PTSC mgmt and/or BOD. Some companmies do this to permit this to happen.

In simple terms they may have given written orders to their brokerage to buy so many a shares a week or so many a day or a predetermined amount of money to spend per specified period (day or week). If not, IMO, they may not be able to buy back with no existing buyback instructions to their brokerage. JMO though, maybe and SEC guru can counter..
