If we see Phillips getting away with nuisance fees or less then you will understand why the pps is so low and will probably stay that way.  TPL has been giving away the store and PTSC has no say in the matter whatsoever.  THAT relationship should and must change... since we pay 50% of the attorney's fees then shouldn't we also have an equal amount of input into the licensing negotiations????
