From your post I'm not sure if you are questioning whether the J's "bought licenses" or not, but it appears as though you are. With that in mind, forget ANY Patriot PR's, and look ONLY at the Alliacense PR's.
From these we know the following to be TRUE:
1) Alliacense continues to phrase their PR's as SINCE JANUARY 2006" "x" amount of licenses have been purchased.
2)In the Verigy PR, it indicates that "since January 2006" over 30 (so mininum of 31) global companies have PURCHASED MMP licenses.
3) From PTSC's SEC Filings we know that at least through the Q1 filing, EVERY license sold has been accompanied by a PR notice within days of the signing so for there to be unannounced licenses before or since the Verigy PR would be a departure from a well established procedure/convention.
4) Since January 2006, the following is an ALL-ENCOMPASSING list of licenses purchased that have been ANNOUNCED through PR's.

So, therefore, REGARDLESS of the stifled wording of the Note from Turley and the PR's re settlements, unless both TPL/ALLIACENSE and PTSC are LYING, the ONLY way to get to OVER 30, ie 31 or more licenses purchased is to accept that at least 2 of the J's PURCHASED LICENSES.
I feel like a broken record, but it amazes me that everyone can question and dissect and wring their hands over the terms "business resolution" and "grants" but when it is so clearly spelled out in a SUBSEQUENT PR, that they have purchased licenses, people want to ignore that.
Again, if you AREN'T questioning the license issue, just consider this post as additional info and me utilizing your post to make my point.
