Well, that's your opinion, I doubt that Cohen knows zero (as we do) - they may not know the details, but the "huge win" phrase implies they might have get to known the direction of the settlement...

IMHO Dutton and Cohen are playing a significant role in Patriot's communication strategy (not to forget about Agoracom!), therefore nothing is said without the knowledge of their "communications master" = PTSC. Anything else would be completely unusual in my experience (which is only two decades long, so nothing to rely on...).
