IMO and in my limited experience, virtually every public company on earth waits till the final permitted day to report. No mystery. Just look at other companies, or listen to CNBC.

I'll add to that that PTSC is dependent on other organizations, outside their complete control, to gather necessary data to form their report. Those organizations are private companies - PDS/Alliacense and Holocom.
