First of all, I am not qualified to advise others on what I think it says.

In lieu of that, I might suggest a short list of pertinent questions be created here and someone like Fut or others who are qualified, could take a look at them and provide us some clairification. (note: They are busy with their careers this time of year.) And he has already clairified some things.

What I do see, is many people(including me) making unqualified statements about what the report does say and adding confusion to the board.  Some have made partially true statments about certain things but, have made small errors about some of the details such as when it occured or for which company it is applied to. (me included) 

I will now defer the clairification of these pertinent details to those that understand them.
