Sure JQ didn't know, but how many people do you think knew about these programs - people who shouldn't have known, hundreds, thousands, ...? 

We're not talking about a government controlled program here, we're talking about a multinational, multi company secret that has substantial money value, and has all the leak potential of sieve. I worked in such a Fortune 500 sieve - it's almost impossible to keep a secret like this - except from JQ.

I think the study conclusions are valid. The longer a company delays announcing big news, the less the PPS is impacted when announcement is finally made.
