It may look like they are procrastinating but in my opinion I believe they were only waiting for the money to come in.  Don't you study possible purchases and then when you have the money you move on it.  This is what I think they did.  They looked at all prospects for two years and now that the settlement has been reached, they can make their move.  Seems very logical to me!
