FWIW, I agree with your logic, though since my method is based on averages, I think it's better to stay consistent with the method. As there are some licensees who's average is much less than the 1 per 1956 ratio (Agilent, Sandisk/Sharp) if we stay consistent, I think we'll find the balance out fairly well.
