All depends on how quickly you want results and how quickly you want to fill the seats and sell those season tickets for premium prices.

I believe that you develop your youth from the minors within your organization but add a veteran or two who will give you for a few years until the youth can fill the seats. As always it depends on how much you have to spend or better yet how much you are willing to spend and then of course you need the Manager who knows what he/they are doing.
