Per the response to my e-mail from the company, which by the way was clear and unambiguous so props to them (and thanks billwilke - your post must've encouraged them to reply quickly), the number of licenses signed to date is 41. They acknowledged previous PR counts were inconsistent in the way JVC & APC were or were not included, but they were clear that each counts as a separate license from their related company. Sounds like TPL & PTSC will move forward consistently, recognizing Mattel as the 40th and will count from there. DerPatriot's list was complete as listed below:
