milestone standard operatiing procedure is to file on  a consistent cycle

once you file earlier than usual you would need to be consistent from that point forward otherwise not filing would signal trouble

 

it is however customary to pre-report that is to issue an early warning but never do i recall an early report for a positive report

 

so all in all pre-reporting is for missess
