Was it a typo? In my opinion, FWIW, I think the letter would have been checked with a fine-toothed comb before it was released. So, I believe RG meant January.

Also, I do believe the impending USPTO exam has a lot to do with the payment amount/or method.

As far as the 5 licences in February are concerned, my feeling is they were signed, but no monies were received by the end of February and therefore could not be reported.
