Those words got me going too, until I reread the letter with an eye towards context (because I had the thought you had, why all the detail in the license?). The context, however, doesn't necessarily support this conclusion. The "in explicit technical detail" had to do with how TPL armed themselves for negotiations, and not for inclusion in a license. Of course they were so armed to form a basis for negotiating.
