Depending on the number of outgoing letters for example, from the examiner to the patent holder, the longer the final decision can take. Notice it took 2 years from the date of inception of the request for a reexam to the final decision of the examiner to issue a reexam certificate(18-24 mos. being normal)....and another 3-4 months to get it officially published
