If I already had an IC fabrication operation with a customer base and I wanted to expand it to other customers it might make sense to buy another IC fabrication firm. I'd also need the license to produce their designs. Then I could consolidate operations and become more competititve. Actually, all I'd need is the license to there designs. I'd probably do better building my own "newest technology" facilities if my exisiting capacity was an issue.

Just having a few guys with some IC experience is not a good reason to go into IC manufacturing. It's risky, capital intensive, fast changing, highly specialized and technical.
