That is absolutely possible.. esp regarding those licenses in Feb... If I remember correctly.. and if it was ever even this way.. I believe PDS does not have to disperse payments to PTSC for up to one month after they are received. So PTSC would possibly have no idea what amount a license/s would be for prior to PDS dispersing... therfore they would have no idea what to put into the Q for that month... and not be obligated to report it so..
