I have always followed Bradshaw, Noll, Roethlisberger and Lambert, among others.
That being said, to state as fact, as your post implied, that licenses are announced upon signing assumes facts that are not in evidence, lol. Also, according to my understanding, a license agreement is typically executed by signature or it isn't. One that isn't, may still be called a "license agreement" but I'd question what binding attributes it would legally have . A "settled" license is not a phrase I am familiar with, so I was asking for clarification of what you meant as you are typically very direct in your comments, and you typically take those who aren't to task, so I found your comment unclear, at least to me.
