As for your questions re: J licenses, I've explained before how IMO licenses (interim licenses) would have to be at least "granted" to the Js in order for settlement to be achieved. How do they "settle" without them? If they settled without licenses, what is the point of settlement? Why not just dismiss?

Now I'll throw another one at you. Based on the letters from RG, are you confident that PTSC knows the terms of the licenses of February?
