Well I do believe there was a statement that there were no licenses based on contingencies. Not sure of exact wording. If so, that might kill my theory. Not sure. They issue a temp license awating completion of analysis and at a later time issue a permanent license. Neither was contingent per se. ie what is paid for the license depends on something outside of normal licensing procedures. But in my theory the permanant license would be dependant on completion of analysis. Splitting hairs? Opty
