Good response. So let's think about those two companies with over $1B in annual sales. Is it impossible to believe that they may have paid an average $13M each? Again, think injunction. And think of the T3 comments.
$10-13M each would equal ~1% of annual sales, when the alternative could have been no sales in the USA for some period of time, or indefinitely. What was their "fear factor"?
Again, just for your consideration. Someday, we'll know definitively the answer to these questions (and underlying questions) - though you are most likely right.
