Maybe. but one step at a time. Nupower has not merged with PTSC and we dont know if TPL & PTSC are openly discussing any type of M & A. ( We know that TPL tried in the past to mak an offer for PTSC ownership share of MMP, not necessarily the company).

I dont think the JV will equalize anything against TPL. I think management was interested in what Nupower might have to bring to the market....maybe NuPower needed funding, or just maybe its a simple joint venture to assist Nupower to reaching worldwide companies/contacts with its product.

TPL have a hand in potential licensing value of Nupower? Maybe... but i dont think it paves any connection to M & A with PTSC...
