I believe that no other aspect of ledzius's design matters since it is not specified in the non-final action. Read the 1st para of page 16 where it is stated that Kato and Ledzius encompass all teachings from the other two control numbers for the 336. If any other aspect of Ledzius mattered it would have been stated in the letter.
