Cost of trading penny stocks

I trade through Vanguard. It costs me 2 cents/share to get in and 2 cents/share to get out on any SP < $1.00.

At today closing price of 19 cents that would add a 21% cost for in and out trading.

Does anyone have a cheaper trading firm for penny stocks?
