You can short BB stocks offshore and through Canada...besides it doesn't matter who is shorting the stock if its short inventory its short...someone has to cover sooner or later...and with the new SEC rules the mm's would more apt to cover quicker than then average person...just so they don'r have to deal witht he SEC.

I also believe like you that there is no MM conspiracy out there,,,they just move the buy and sell when the stock slows down to generate business thats what they do make amaeket.
