opti - I see it as a nexus to the lawenforcement and medical agencies who may not need the the total security of say the multi-doman type pc but via xml can have a commercial aspect link to said systems in time of need.

The over-the-shelf programs/hardware can imo be customized but generally come set to a specific-need. XML is still being tweaked on www for security so there-in lies the backbone for secondary agencies when you come off the insulated-hard-wired hollocom systems.
