Sure, it will be tricky in a general down market trend to increase the share price with "just" good news. However, if the news are essential for a company and it's future, IMO the situation looks much better.

Some/many investors meanwhile have sold shares from other companies with a profit or a big loss and do have money available to re-invest. Possibliy some are willing to take the risk to invest in PTSC to recover from their losses or others like to trade with an OTC-company.
