Does RG believe that continued M&A activity will provide a boost to the share price in the near term?

If yes, then why since it hasn't so far.

If no, then wouldn't the additional M&A just create further dilution, higher overhead and lower share price going forward? If not why?

If the proposed 100 million share increase is defeated, it will be because a sufficient number of shareholders do not believe the M&A will enhance the pps anytime soon and will only cause further share price erosion in the near term. That is a difficult scenario to accept if your investment is already down 80 or 90%.
