I think you were implying in emergencies/HLS events/Health etc.,

if so portability woul intail end-users get the data

There's an PR or a writ-up I saw that was from 05 that said Sun was a strategic investor in EC-One, japans java outfit, maybe oneday they'll put it all together with avot for effective critial content delivery of some type.
