A slower rate, but each license is reaffirmation

I keep wondering why anyone would buy an MMP license if these were not clearly valid patents. And they have been buying, though at a slowing rate over each of the last 3 Qs. Nonetheless, each sale represents a mountain of DD done by another big Company’s Patent Lawyers. I’d say that is strong confirmation of validity.
But something is still not right. Given the number of potential infringers, there seems to be too few stepping up and buying licenses. Something else must be happening. Maybe that something else reflects the industy’s common view of the MMP. It’s possible that it's a forgone conclusion of company Patent Attorneys that key parts of the MMP will be castrated by the USPTO, and those key parts are defined by the Patent Attorney’s common view. If so, only the remaining valid parts of the patents will bring in revenue - perhaps this is already being reflected in the number of sales of licenses.
Who will be surprised by the USPTO rulings?
