I believe the insiders are buying "now" because the Blackout has been lifted and RG is urging the insiders to show their support. There's been a lot of criticism about the BOD and insiders not buying. I believe they are directly responding to this pressure by shareholders. At .11 per share, it wouldn't look to good if the insiders did "not" buy. JMO GLTA
