Shares of PTSC are again rated OUTPERFORM - or are they

Recently I reported that Reuters discontinued it's rating of PTSC. Unitl a few weeks before that it had been rated "Out Perform", Reuters' top rating.

Today the Vangaurd site again indicates that Reuters rates PTSC as Out Perform. But within the Reuters report itself there is no rating. Could even the analysists be confused about PTSC?
