Just speculating but perhaps the J's offered their expertise & support in exposing infringers in return for a settlement. We would need it if we were to take on some of the world's heavyweights. It would insure the J's competitive edge. No money would change hands....it would be barter.

Could a barter agreement be contained in the MOU and since cash wasn't involved, wouldn't have to be reported and still be legal?
