I think your questions have the most relevance if/when the current cell phone industry brings in real-time conference call ability, which some of the new 3g and future 4g smart phones are touting; because then avot may open doors for the first responders could query IEPD-Alerts and link to Fusion Centers who could send any/all requested data out to numerous devices which was initially gathered from CDX; doing this in real-time vs. downloading. IMO even now they can achieve this by and working hand-n-hand to achieve a means to and end by creating a first responder data-bank for quick-reliable access of near-real-time alerts, beit text or video .
IMVHO - Avot's dynamic transcoding is built on C++ programming and Crossflow is COBAL/JAVA.
I see avot as programming to adjust bandwith and bit-stream criteria to accomidate various device restrictions via transcoading which deals in codecs; vs CDX as an assembler of sort, connecting full-blown data-base operating systems in a sense translating between the two. Regardless of the differences/similarities it all boils down to programming and there does seem to be an inherent synergy that RG/GS may be working towards in the handheld arena for HLS and its medial periphery.
