I'm not sure how helpful this site is, but it looks very similar to USTPO site that records all inquiries or activities of a specific patent. I did see Moore's name and an entry stating "third party" request. However, the statements don't link to documents. Maybe our German friends can take it from here to see if we can find out who originaated the German action. Pubpat??
