My point was that you are discounting the probability of someone on the licencee side, director, lawyer, secretary, etc., lodging a complaint or bringing into the open the method you suggest. Not eveyone would benefit from such an arrangement as you seem to imply, no matter how greedy they are.

Perhaps TPL are offering their Core patent freely for every MMP Portfolio license purchased. This would give them both the PR value of each Core Portfolio license and also validation, by license, of the patent.
