Let's not lull the public into thinking the problem will be solved with this rule because we think it will motivate the short seller - historically it doesn't appear to make any difference.

I'd rather talk about what works re huge SP sell offs. Massive fraud clearly takes money from our pockets and motivates us all. Let's work on that issue.
