I didn't say I was against the rule. I said it doesn't appear to do any good.
Black Monday's decline was the largest one-day percentage decline in stock market history, on that October 19, 1987 date the DJI lost 22.8%! The up-tick rule was in effect at that time. Many other large declines have occurred while the rule was in effect. I guess we could argue that the SP drops would have been worse if there were no rule – but that would sound like specious rambling to me.
Check history, then if the rule still makes you feel safer - go for it.
