Based on what? Perhaps the more liberal guidelines which KSR now allows? I do feel that if it were not for KSR we would not be dealing with this additional bump in the road
Further on in the same post, I write:
It is more to do with understanding engineering concepts than KSR obviousness

If the conclusions as to obviousness are based on a flawed understanding... the findings are erroneous...
As you can see from the engineering posts, it would appear the examiner was unable to comprehend the clock systems and made fundamental errors with his analysis and conclusions. An Appeal Brief will highlight this and enable the examiner to address/correct the issues before going to the Appeal Board.
It's obvious that an elephant is going on vacation because it already has a trunk.
