On the Unisys signing, there is no idication of when the license agreement was signed. They do not report it as a material event and thus they do not have to announce the day or even the week it was signed.

It could have been signed before the USPTO letter. We do not know.

I'm not saying it was, but there is no way to tell when it was signed. As always, be cautious. Some of the conclusions being lept to are quite irresponsible.

Find out the date it was signed and then start speculating on what it means.
