I would argue that RG was in a better position (i.e. given more free reign to act) than HP. HP is huge and any acquisition would need to run the gambit of their corporate machine..sometimes it pays to be more nimble and less be encumbered than the next guy. No question they have ample more resources - but I would question their ability to act quick and decisively given the approvals and buyins required in a large coporate structure. My guess is that RG is given more room in this regard and is allowed to run the ship. I have no doubt that he is steering the ship and they are relying on him heavily in his decision making and vision.
