In short, I think the answer is YES. If product A uses the component, but doesn't need the patent, then presumably there's another component that they could substitute that doesn't have the patented technology. So the question for them is, what's a better business decision, license the patent, or swap out the component. There would presumably be costs in either scenario.

In anycase, I'm not sure in reality your concept question is valid, as there would be a reason the company was using the particular microprocessor in their product, and if so, chances are it would be in fact takiing advantage of the MMP tech.
