I'm just making an educated guess based on his background. That and this sentence,
"U.S. Commerce Secretary Gary Locke said. βHe will be a strong voice for patent reform and I have tasked him to reduce dramatically the unacceptably long time the office takes to review patent applications.β
The reality is the current party, in charge, wants change with regards to our Patent system. As we've already seen over the last 2 years these changes aren't meant to protect companies like TPL. Hence the strong lobbying by universities, pharmaceutical companies and technology licensing firms like TPL. When they speak of reform, it is the industries I listed above that are the target.
