Maybe IBIS was brought on because of the German patent review and hoping for an anytime revalidation! Maybe many who IBIS contacted are just waiting as we are for the Germans to release their reports. Some of the first signings may have been early birds trying to get out easy. I think Germany at the request of the USPTO is waiting USPTO final review.

Who Knows but I think all these items are linked somehow.
