As you are well aware, the point was contained in the first sentence:
Most institutional investors and pension funds are barred from owning stocks below $5
Citigroup was merely part of the quote as to why it is highly unlikely that PTSC would have institutional investors with the share price at 13 cents. It also indicated what those institutional investors would do once the price dropped below the $5 threshold - SELL
I do so hope that I have been able to simplify the matter for you, and have incuded my original statement to avoid any further confusion:
I understood that the general concensus was that institutional investors, by their charter, were unable to purchase stocks under $5.00, let alone BB stocks. Obviously, there are exceptions, but I don't realistically see much movement on that score until a move off the OTCBB.
